Only open tiles can be taken
Each move matters because you can only clear tiles that are free on at least one side. That rule turns the board into a chain of openings and blockages, and it is the reason a match on one layer can reveal the pair you need next.
The shuffle button keeps the run moving
When the pile runs dry, shuffle reorders what is left without changing the core tile-matching rule. That gives you another look at the layout and can open a new line of pairs when the board feels stuck.
